How to Do a Singapore Layover
Short answer. Yes, you can leave Changi on a layover. Most passports need no visa for a short visit, and the ones that do can often use the 96-hour transit facility. Budget about three hours of overhead: an hour through immigration, thirty minutes each way to the city, and two hours back at the terminal before an international departure. Six hours is where the trip starts being worth it.
Quick facts before you go any further
- Allowed out? Yes, once you clear immigration. Most nationalities enter without a visa for a short visit.
- Staying airside instead: nothing required at all, and no arrival card.
- Minimum useful gap: 5.5 hours for the airport's own free tour, six for a paid one, eight to be comfortable.
- Distance: about twenty kilometres from the terminal to the city centre.
- Fastest way in: a metered taxi, roughly thirty minutes and S$25 to S$45 plus an airport surcharge.
- Guided windows: from $80 per person for a private car, or $36 for a lounge pass if you stay put.
- The one door that ends the plan: the transit area. Walk in and you cannot walk out.
Are you actually allowed to leave the airport?
This is the question that decides everything else, and it splits neatly in two.
Stay inside the transit area and you need nothing beyond an onward ticket. Walk out of the terminal and you are entering Singapore: passport control, and permission to be there. Most passports get that permission on arrival without applying for anything.
If yours does not, look at the Visa Free Transit Facility before you assume the answer is no. It runs for 96 hours and covers nationals of the CIS, Georgia, India, Turkmenistan and Ukraine, plus selected Chinese passport holders. You need an onward air, ferry or cruise ticket inside 96 hours, and a valid pass for one of eight named countries: Australia, Canada, Germany, Japan, New Zealand, Switzerland, the United Kingdom or the United States.
Everyone who enters also submits the SG Arrival Card, free, within three days of arriving. Passengers who stay airside are exempt, because they never seek clearance. Every Singapore layover tour on offer assumes you have settled all of this, so settle it first.

signs ends up in departures and will not be allowed out of the airport for their tour.

How many hours you actually need
Take your scheduled gap and subtract three hours. That is immigration, the drive in and the margin you want at the far end. What is left is your Singapore.

The operators agree with that sum, which is the useful part. The airport's free tour sets its floor at 5.5 hours. One guided half-day product asks for at least six between flights. The full-day version asks for ten.
Getting into the city, and what each way costs
Three options, and the difference between them is time rather than comfort.
- Taxi. About thirty minutes. S$25 to S$45 on the meter, plus an airport surcharge of S$8 between 17:00 and 23:59 or S$6 the rest of the day.
- MRT. From Changi Airport station, changing at Tanah Merah for the East West Line. First train 05:31 on weekdays, 05:59 at weekends; last train 23:18. Contactless bank cards work directly, with no ticket to buy.
- Bus. From the basement bays at Terminals 1 to 3, routes 24, 27, 34, 36, 53, 110 and 858. Cheapest, slowest, and it stops often.
A return taxi is S$50 to S$90 before you buy anything. That is the number worth holding in your head when a private car with a driver starts at $80 per person for the whole window, with the route and the return leg already in it.
What fits in the time you have
One district done properly beats two done badly, and every driver in the city will tell you the same. On six to eight hours, pick one: Chinatown if you would rather eat, Kampong Glam if you want the shortest walk, Marina Bay if this is a first visit and you want the photograph.
Past eight hours you can pair a cultural district with the waterfront and still sit down to a meal. Past twelve, Sentosa and the zoo come into range, and one full-day route package is built around exactly that choice. Things to do on a Singapore layover puts a time cost against every stop.
Two things almost everybody gets wrong
Jewel is landside. The glass dome with the forty-metre waterfall inside it connects to the Terminal 1 arrival hall, not to the transit area. Reaching it from a connecting flight means clearing immigration and then clearing security again. Plenty of people plan to "just pop into Jewel" and discover the queue.
The free airport tour has a ceiling as well as a floor. It needs between 5.5 and 24 hours between flights, your bags checked through, and you at the booth 90 minutes before departure. Turn up with five hours and they will not take you.

What to carry
Light clothes, shoes you can walk in, an umbrella and a litre of water each. The mean daily maximum sits between 30.5 and 32.4 °C every month of the year and humidity averages 82 per cent. Singapore also averages 171 rain days, so the umbrella is not optional — and the storms are usually short.
Carry a little cash as well. Cards work almost everywhere indoors and directly on the MRT, but hawker stalls are simpler with a small note, and one operator states plainly that shops will not take US dollars.
Getting back with time to spare
Fix the return before you plan the day. Two hours before an international departure is the standard margin, the drive is thirty minutes in normal traffic and longer between 18:00 and 20:00, and the last MRT into town runs at 23:18. If you land and depart from different terminals, add the transfer: Terminal 4 is a shuttle bus of twelve to nineteen minutes, not a walk. The terminals and map page has the frequencies.
