Short Singapore Layover Routes
Under six hours the honest answer is usually that Changi is the destination. That is not a consolation. The transit halls carry four gardens, a free cinema and two bookable lounges, and the airport has more in it than most city centres this side of the equator.
Under five and a half hours: stay where you are
You will not get out and back with any margin, and the airport's own free city tour will not take you either — its floor is 5.5 hours. Spend it airside instead. The gardens are free and each sits in a different terminal. Cactus in Terminal 1, sunflowers overlooking the runway in Terminal 2, Steel In Bloom in Terminal 4. Terminal 3 holds the world's first airport butterfly garden, with more than a thousand butterflies and a waterfall grotto.
Terminal 3 also runs a cinema of around fifty seats, free, 24 hours a day, next to the transit hotel. Nobody who has spent four hours at a gate elsewhere will need persuading.
Jewel, and why it costs you an immigration queue
Jewel is the glass dome with the forty-metre waterfall inside it, and the single most common mistake on a short connection is assuming you can walk to it. You cannot, not from the transit area. Jewel is landside: it joins the Terminal 1 arrival hall on Level 1, and it is a five to ten minute walk from Terminals 2 and 3 across the Level 3 bridge. Reaching it means clearing immigration and then clearing security again.
If your connection is short and Jewel is the thing you want, budget the full round-trip through passport control. The Rain Vortex runs 10:00 to 22:00. The light and music showcase plays at 19:30, 20:00 and 21:00, with a fourth show at 22:00 on Fridays, weekends and public holiday eves.
Five and a half to six hours: the free tour window
What it is: Changi Airport's own guided city tour, two and a half hours, free. Who qualifies: transit or transfer passengers with between 5.5 and 24 hours between flights and bags checked through. Where you sign up: the booths in Terminal 2 and Terminal 3 transit, Level 2 Departure Transit Hall, open 08:00 to 19:00. What it asks of you: report at least 90 minutes before your tour. How far ahead you can book: up to 50 days, or at the booth on the day subject to seats.
Four named routes run daily: Heritage and Culture at 10:00, City Sights at 12:00, the Singapore River and Marina Bay Sands at 13:00, and Sentosa Discovery at 15:00. It is free, it is fixed, and the seats are capped — which is the trade against a private guide who works to your clock rather than the timetable's.
Six hours: one district, chosen carefully
Six hours is the first number at which a paid tour becomes defensible, and one guided half-day product asks for exactly that. It collects you at your terminal and spends an hour in the car each way. The two guided hours go to one stop you choose in advance: Gardens by the Bay, Merlion Park, Chinatown, Little India or Kampong Glam.
The discipline is picking one. Two districts in six hours means seeing neither, and every driver will tell you so before you set off.
The three shortest routes into town

All three assume you already cleared immigration. None of them includes anybody watching your departure time, which is the part a booked window buys.
What a short layover costs, both ways
A return taxi runs S$50 to S$90 with the airport surcharge, before you have bought anything. Two MRT journeys cost a few dollars and take longer. A guided window starts at $80 per person, and that one figure covers the driving, the route and the return leg. A lounge pass, the alternative to leaving at all, starts at $36. The gap is smaller than most people expect, which is why the decision usually comes down to hours rather than money.

Two lounge passes and one purpose-built half-day window are the products that fit a short connection, and all three refund in full up to 24 hours ahead.
Booking a short window
Send your flight number and arrival terminal at the time you book, because every operator here uses it to track your inbound. Book three or four days ahead rather than on the day. Two of the driving operators state that a booking without flight details at least 24 hours in advance is not refunded. And read the timing rules before you commit, because on a short connection the margin is the product.
