A lounge pass is the answer when the arithmetic says stay. It costs less than a return taxi, it needs no visa and no arrival card, and nothing about it can go wrong while your inbound is still moving.
A seat, a meal, a shower and Wi-Fi, on the airside of passport control. You never enter Singapore, so you need no visa, no arrival card and no queue in either direction.
Two passes are sold here. The Marhaba pass runs three hours in Terminal 1 or Terminal 3 international departures. The Plaza Premium pass comes in three, six or twelve-hour blocks, in Terminal 1 or the BLOSSOM Lounge in Terminal 4.
You stay past security throughout. That removes the hour going out, the second screening coming back, and the risk that either one runs long.
You are already in the departures hall. A slow queue, an evening traffic peak or a rerouted road cannot touch you, which is why this is the right buy on a tight connection.
A return taxi to the city is S$50 to S$90 with the airport surcharge. A pass starts at $36, and it includes the meal you would otherwise buy.
The single thing travellers rate highest, and the one that changes how the next flight feels. Included on the Marhaba pass; a paid add-on in Terminal 1 and first come, first served in Terminal 4 on the other.

Neither is the better product. They answer different connections, and the number of hours you have decides which question you are asking.
You get seating, Wi-Fi, food and drinks on both passes, with hot food, snacks, fruit, alcohol, showers and a flight information display on the Marhaba pass, and a buffet, soft drinks, international television and newspapers on the other.
You do not get alcohol, the private resting area, the VIP rooms or the massage service on the Plaza Premium pass, which are all charged separately. Showers there are an add-on in Terminal 1 and first come, first served in Terminal 4. And on neither pass do you get a guarantee of space: if the room is full you wait, or you cancel for a refund.
Check your terminal first, because at Changi Airport that is what decides the pass. The Marhaba lounges are in Terminal 1 and Terminal 3; the Plaza Premium is in Terminal 1 and the BLOSSOM Lounge is in Terminal 4. The terminals and map page shows how long a transfer between them takes.
Then check the clock. You must have checked in and cleared screening before a pass works, so the usable hours start later than your landing time. And go straight to the lounge when you arrive: no reservation is needed at the door on the Marhaba pass, and the booking is your entitlement rather than a time slot.
Children under twelve must be accompanied by a paying adult. Both passes refund in full up to 24 hours ahead, so you can book one while the connection is still moving.
If you have eight hours or more and a passport that lets you in, take the city. Two hours in Chinatown or on the Marina Bay promenade is a memory; three hours in an armchair is a rest you will not recall. Singapore layover city tour pages list the windows that fit a longer connection.
If you are travelling with children and have the hours, take the city too, but take it by car. And if you want a shower without the rest of the pass, Changi sells them in the terminals on their own, which is cheaper if that is genuinely all you want.
